I have applied for many scholarships and recently realized some scholarships only pay for tuition expenses and not housing, flights, other stuff that is part of the overall Cost of Attendance package universities provide. Has anyone applied, won, and receive no funding from scholarships because their tuition was covered–but not other expenses? How do scholarships or universities determine if tuition was covered?(is it just chronologically?) If it is chronologically wouldn’t students with high need-- and thus receive federal grants to cover tuition–be inelligible for many scholarships right off-the-bat?
Not necessarily. Not all grants are limited to tuition. For example, Pell and SEOG (federal grants) are not limited to tuition. Many institutional grants are also not limited to tuition. If you are so lucky that you win a ton of scholarships, cross that bridge when you come to it … don’t let it stop you from applying for the scholarships.

There’s a scholarship that only pays for tuition/educational fees, not housing or related expenses that I would like to apply to; however, the my tuition is “covered.” I received approximately 20k in pell grant, 20k in texas grant, 20k in presidential achievement grant from my school, and outside private scholarships. In my cost of attendance package (for University of Texas at Austin)there’s only about 40k for tuition and about 60k for other expenses such as housing, flight, books etc… Should I still apply for the scholarship that demands time for essay-writing? (btw, all aforementioned monetary amounts are described in terms of four-year expenses, not annually)
you state you have 5k/year in Pell (this is not guaranteed,because you must reapply each year)
the presidential grant is 20k over 4 years (for texas residents)
If you are instate, tuition is 10k year in-state
if you have 5k Presidential Achievement Scholarship and texas state aid/ outside scholarships, your tuition would be most likely be covered
you could use your pell ~5k + 5.5k student loan to help pay for your room and board
You may need a summer job or 2 to help pay for books, flights, misc. expenses
