scholarship essay question

I'm applying for a certain scholarship and the essay question has me stumped. I want to write something really interesting and brilliant, but I don't know how I can answer this question in a maverick way. The question is basically "why do we need skilled and intelligent people in the federal government?" I have no idea what I could write for that that would not sound cliched and would still be formal/professional. Help!

Try the other way: What would happen if those people weren't skilled or intelligent?
-In a federal (representative) government the representatives are elected by the people to act in their interest, but they retain the freedom to exercise their own judgment as how to do so.. If one was not intelligent...is that while the representatives are elected by the people to act in their interest, they retain the freedom to exercise their own judgment as how best to do so.
What if-?

Well, you're (presumably) a skilled and intelligent person, so think about why the government needs you, then expand that. If you want to stand out, maybe keep the tone lighter than most people...as I imagine that most people are deadly serious about the government... If you can be light-hearted while still professional, that might be very catchy.
