<p>Yes, they offer them to RD applicants and yes, with your stats you will probably get something (MHO only). A lot depends on whether they perceive that you consider Tulane a top choice or just another place to apply, especially since the app is free. They know that serious candidates sometimes find Tulane after the EA deadline for any number of reasons but want to know, maybe more so in a case like that, why Tulane caught your interest and became a school you would really like to attend.</p>
