<p>If you are confused about terms and are actually asking about need-based aid, as an International student you will be required to submit a statement of finances showing you can pay for your first year before a letter of admission can be sent. Even that process, however, is seperate from the merit aid consideration. International students are eligible for USC merit scholarships, and there are even some reserved specifically for International students.
