You need to find out if the college itself offers scholarships. Most do not because high school summer programs are big moneymakers for them
Some programs offer financial aid for low income students, it will be listed on the program information page. Probably where the costs for the program are listed.
Some definitely offer financial aid for low income kids. Summer@Brown is one that covers all but about $350 if you qualify. Some are free, period (TASP etc).

I got into some programs but expense was a big issue. The ones with substantial support for students tend to be highly competitive and/or very specific about what they’re looking for (only certain races with no software experience prior, for instance).
I personally contacted professors at universities in my state until someone agreed to do research with me, and I paid for a room through Airbnb in that city. Working research/internships really helped me later in climbing the prestigious/high paid internship ladder + getting scholarships in a way that I think summer programs wouldn’t have. Just my 2 cents.
