As far as the number of “Diversity Excellence Scholarship” it is approximately 70 (for freshman) and approximately 45 (for transfers) and despite what the actual application says e.g. availability to out of state - preference is given to in state students.
In 2015 incoming freshman enrollment was 4,057 and 23.8% of the students have an ethnic identity “of color”, thus about 965 students are qualified as “Racial/ethnic background” whether or not they apply for the “diversity excellence scholarship” is another story since it requires additional paper work. There are other preferences like in-state, first generation, minimum 3.0 GPA, early application, and then actual need. Just a guess - if you apply 1 out of 5 might that qualify and apply might actually get the award so it seems it to apply. Reference: https://enroll-recsupww.uoregon.edu/scholarships/DES/
