So i heard that a guy from my high school who graduated last year got a full tuition scholarship to UW-Madison because he was a national hispanic scholar. Does this actually ever happen, especially if you are OOS like he was?

As far as I know, UW does not have a full tuition scholarship for NHRP. Likely your friend was NHRP and got the Chancellor’s scholarship which is for URMs (IS or OOS).

I don’t know where you live (the deadline may have passed if you are a senior) but if you live in a larger city I know there’s an organization called Posse which gives out full tuition scholarships. It’s for low-income people, especially URMs. One of my friends is in it. You could Google it.

Yes, UW is very involved with the POSSE program and now has a number of students from several cities through the program that is jointly funded by Posse and the host schools. These don’t show up in the UW data but are aided by the UW funds.
