<p>probably. Since these scholarships are not a binding agreement for the student to go to the school, I imagine that some people turn down the scholarships, and the empty slots will be filled by the ones next in line.</p>
<p>It doesn’t work like that. If a student declines admission, that student’s scholarship does not then get reallocated elsewhere. More scholarships are awarded than students anticipated to attend. It is expected that students offered admission and scholarships will not attend.</p>
