So it is sort of unusual for our school to send their graduates to universities, let alone in the US, let alone Ivies. We do not have a school counselor and I am afraid none of our teachers can speak English well enough. So eh, I was wondering who can fill up these forms?

I am getting tutored by a math PhD professor from local university for almost a year now; I am going to attend this university for one year (starting this September, applying as a freshman this fall), so I was wondering if it would be legitimate if I asked her to fill them?

Actually nevermind, I found this on Yale’s website

Q: If I do not have a school counselor, who should complete my Secondary School Report?
A: A tutor, house master, principal, academic advisor, or another comparable school official can complete the form and recommendation.

So I suppose it applies to all other schools if it does for Yale.

Each college will have instructions for international applicants. Some are in your exact situation. Contact them for guidance. They may need your principal/headmaster write a statement and fill out some paperwork and then have it translated to English.

The Math Professor is good for a recommendation but cannot discuss particulars of your school – this needs to come from your principal/headmaster.

Contact your target colleges or scour their websites’ information for International applicants. Good luck.
