Is it possible to change from a major in the School of Letters and Sciences to the school of Engineering at UC Berkeley? Say, from computer science in L&S to EECS?
It’s going to be extremely difficult to transfer.
Even with high GPA, there’s no guarantee.

BA in CS is from the College of Letters of Science, while BS in EECS is from College of Engineering. All are admitted to College of Letters of Science as undeclared major. After completing the three required technical courses with a GPA of 3.3 or above, one can apply to the program, and therefore, there’s no guarantee. On the other hand, if one can get into EECS, he/she will graduate with the degree as long as he/she can maintain the minimum GPA. Of course, this makes EECS much harder to get in.
From L&S undeclared, it is harder to get into EECS than L&S CS.
http://engineering.berkeley.edu/admissions/undergrad-admissions/change-college indicates that getting into EECS involves a competitive admission process with a minimum 3.8 GPA (which does not guarantee admission). http://www.eecs.berkeley.edu/csugrad/#petitioning indicates that entering the L&S CS major requires a minimum of 3.30 GPA in the specified CS courses.

Although if you’re talking about L&S CS to CoE EECS, it won’t make much difference based on hundreds of threads that talked about it in the past 10+ years in this forum.

Yes, L&S CS and EECS majors choose from the same set of CS courses.
EECS has a higher admission gate for frosh admission, but admits to the major. For L&S CS, frosh enter L&S undeclared, but then must make a 3.30 GPA in the prerequisite courses to enter the L&S CS major.
