Am applying next year but most of the schools need a transcript that shows four years of a foreign or second language…well, English is not my first language, can it cover those four years coz in our country English is the major language in school

If you attend a school where the first language isn’t English, either that language counts or English counts.
In my country all schools study English only with a few including other languages in their curriculum like French, Spanish, Arabic. But there wasn’t any at my school
The recommendations/requirements that colleges list are meant to cover the majority of cases, but by no means all. There is no expectation by any US college/university that a student needs to take classes that are not offered by the HS.

Also, English is clearly a foreign language to you, so you do have 4 years of a foreign language.
