After Cornell and U. Del, what order would you put U.Mass Amherst, U.New Hampshire, Clarkson, and Syracuse in for a strong Chemical Engineering Department? I know this list really doesn't make sense, but that's the ones to pick from.

Yea that list makes no sense.

Just go for the top engineering programs instead. For example, MIT isn't ranked highly in finance but one would be a fool to turn down MIT Sloan for other finance ranked schools, even if you did want to become a financial consultant or something.

U Delaware
Cornell
U Mass Amherst
Syracuse
Clarkson
U New Hampshire
