Schools for Petroleum Engineering

Hello. I am looking for schools for Petroleum Engineering and I was trying to decide which one would be the best fit for myself. The main two factors are admission (I have to get into the school) and financial aid.
Stats:
3.38 accumulative non-weighted (I had a terrible sophomore second semester which is holding my GPA from a 3.5)
Black Male
4 APs taken total so far (Calc AB, AP Physics Mechanics, AP Lang, AP World)
3 planned for next year
So far only one score (AP World-4)
Act score: 30 (32 superscore, math and science are both 34, English brings score down however)
played football, part of Junior Deacon program at church, member of Mu Alpha Theta, played football for 3 years, part of a mentoring program that helps black freshmen adjust to high school, volunteer for fun
Residence in St Louis, Missouri
I have no idea if this helps, however I am the oldest of four children
Household Income is $140000

If there is anything missing please inform me. Also: I have no interest of UM-Rolla as a primary school, it is a fall-back school.

Have you given any look to Rice? I know Houston is a huge hub for petroleum engineering

So far i have looked into LSU and UT Austin, however there are problems with money at Austin

If you are willing to be adventuresome, actually take a look at Wyoming. Their petroleum engin program is well regarded. If they will take your super score ACT you would qualify for the Rocky Mountain Scholars award. That would take the estimated cost of attendance (tuition, rm, brd, etc) down to around $20,000 and that is before financial aid and possible scholarship money from the engineering dept. Laramie is only 2 hrs from Denver and Wyoming folk really do judge people by their character. A recent student body president was Nigerian and an AA engineering grad student was just awarded an NSF grant for his work in wind power.

What don’t you like about MUST? One of the issues that I see is that apart from WVU , University of North Dakota, and U Wyoming, you are unlikely top receive merit aid at a school noticeably different than Rolla. New Mexico Tech, Montana Tech, and South Dakota School of Mines share a great deal of similarities with MUST. As a rule I do not recommend Marietta owing to their lack of other engineering majors besides PE (speaking as a OU student familiar with PE enrollment, an unbelievably high number of students interested in petroleum switch majors).

If you are willing to consider schools with Chem E, geological engineering, and/or Mechanical Engineering which are recruited by majors for upstream and downstream positions, your options improve considerably.
