I just realised that in addition to schools like MIT, Harvard, Yale, Princeton, Amherst and Tufts, which are need-blind and meet 100% demonstrated financial need for international students there are also universities which are need-aware for international students but meet 100% need if admitted. So far, I’ve come across two schools like this, Vanderbilt and Richmond. If anyone has a list or knows of any other schools that follow the need-aware but 100% financial need policy for international students can you please put it up. Thanks
Tufts is not need-blind for international students. Lots of schools are need-aware for international students and meet 100% of need for admitted students.
Colby meets 100% need too
Brown, Columbia
Originally, there were 6 need-blind schools for international students: MIT, Harvard, Yale, Princeton, Amherst, Dartmouth. Dartmouth, however, has decided to become need-aware for internationals starting this year.
Mostly all schools which claim to meet 100% need will also be able to meet the need demonstrated by international students. Notice the emphasis on “demonstrated” here, as each school has a different assessment of this, so you have to be very careful when filling out the financial aid forms.
I would imagine that need aware schools which don’t promise to meet your need are actually a very small minority of the need aware schools. What’s the point of knowingly admitting a student who can’t afford to attend?
Obviously make sure you see it in writing before you apply anywhere, but it would seem to me like you’re better off confirming this with the schools you’re interested in rather than trying to first make a comprehensive list of such schools and then deciding which one’s you’re interested in.
How much can you afford to pay each year for 4 years?
All the Ivies except HYP, Reed, Swarthmore, UChicago, and Williams come to mind.
@BelknapPoint I had a Tufts college admission event in my area recently and the Tufts admissions officer said they were need blind + 100% need met, even for international students, on front of 50 people and admissions officers from NYU, CWRU, Emory, Brandeis and Rochester, so I highly doubt she was lying. After the event I asked her tufts didn’t show up in any list of schools like that and she said they had only started the program a year ago nobody had really caught wind of it yet
I have to assume that there was a misunderstanding, or the Tufts admissions person misspoke. There is nothing (at least that I can find) on the Tufts website that says the school is need-blind and meets 100% of need for international applicants. If you can find something that says this, please point it out. Believe me, if Tufts made this change a year ago, they would be trumpeting it. Here are some things that the Tufts website currently says regarding international applicants:
*Does Tufts have a quota for international students in general, or from a specific country?
Tufts does not limit the number of students admitted from any cohort. Typically, we enroll a freshman class that is 15% international. The availability of financial aid does limit our ability to admit students in need of scholarships. See more about financial aid at the bottom of this page.
What scholarships are offered at Tufts?
All financial aid at Tufts is need based. Tufts meets 100% of demonstrated financial need for all admitted students. Funding is available for non-U.S. students seeking aid, but the annual budget is limited. The admissions process for international students seeking financial aid (particularly significant amounts of funding) is therefore quite competitive.*

The parts in bold indicate that Tufts is need-aware for international applicants.
According to Wikipedia, there are only 5 colleges/universities in the U.S. that are both need-blind and meet full need for both U.S. and international students:
Harvard, Yale, Princeton, MIT, and Amherst
So it’s highly doubtful that Tufts would be the 6th one…
