If I am applying to a school that does not allow score choice (i.e. Colgate) do I still need to send in SATII subject tests? All but one are pretty terrible. Technically they are not required at Colgate, so are the necessary?
Technically if they do not allow score choice you should send all. Depending on which tests you took and how “terrible” you did, you might want to consider not sending anything.
On the other hand i’m curious to know how universities are able to know you did or didn’t send them all, so I kind of feel it’s a bluff on their part, because CollegeBoard is not allowed to give them any information without your authorization.

Where do you see no score choice? Where do you see you need to send SAT IIs?
Colgate has dropped its requirement for all SAT scores and now just “encourages” but does not require them see http://www.colgate.edu/admission-financial-aid.

Related question (hope I’m not hijacking the thread but) when colleges, especially top ones like Colgate say SAT2s are encouraged, does that basically mean required if we want the best chance we have at the schools?
Colgate does not require, recommend or encourage sending subject tests and thus your example given is incorrect. As to colleges that actually recommend or consider but do not require subject tests, it may be a disadvantage not to provide them but it depends on college. If you are talking about top colleges like Stanford and Georgetown, you should assume you likely need them because most of the other applicants are going to send them and their scores are likely going to be high. if you are talking about a public university like North Carolina where most applicants won’t even take them, then they might help if high but failing to send them means nothing adverse.
According to college board, Colgate does not accept score choice. However, it is weird because I cannot find that testing policy on their personal site, but it is on many others.

I seemed to have misunderstood your earlier comment, that Colgate now only encourages sending in SATs?
That list of Colleges published by College Board showing which require all scores is from 2012 and since then there have been colleges including Colgate that have changed their policy on score choice. Since the time when many colleges first adopted their all SAT scores rules when College Boad adopted score choice, there have been many colleges that have changed their position from requiring all scores to allowing you to send what you want. There have been no colleges that have gone the other way where they originally allowed score choice and now don’t.
