Yes, these scholarships generally do require minimum GPAs (and possibly other qualifications in some cases.)
Arizona State University: https://scholarships.asu.edu/estimator. While you input your GPA, I’ve played around with it and it seems to rely most on ACT/SAT score.
The University of Arizona and Northern Arizona University NPC’s also calculate merit aid based on GPA and SAT/ACT.
Important to note: Miami of Ohio super-scores for admission AND aid; deadline to be considered for aid is Dec. 1, this is true at other schools as well; and these are not guarantees but eligibility standards. Good luck!
