As noted above, UVa does officially meet full need for OOS US undergrad students. However, in addition to the extremely difficult admissions process, their formula also assumes an OOS student would do $4k a year of work study, plus take $7K a year of loans. If a student works full time during the summer and lives frugally, they hopefully may not need to do $4K of work study during the school year. If the Perkins program disappears, UVa is planning to offer its own low interest loan program to make up the difference.
