Schools with high merit scholarships for transfers?

I'm looking to transfer to a school with either a create your own major option or a religion major (not theology) but I have high financial need. Rather than just looking at colleges that meet 100% financial need, can you suggest ones that might make up for the gap with merit scholarships for a transfer?

Here are my stats
Female White Sophomore at Colorado State University
College gpa 3.958 (I've only been taking 12 credits a semester but many of my classes are 300 and even 400 level)
High School gpa 3.74
Ap art = 3
Ap comp= 4
Ap psych = 5
1 college class with an A
Sat 720 reading 720 writing & 560 math
EC's
Work study 10 hours a week
Volunteer at two places about 6 hours a week
Worked 15 hours a week in high school
President of GSA Amnesty International and Student Think Tank
Tutored family friend for 1 hr a week all throughout high school
Efc = 0 (parents make 9k a year)

I'm hoping to go to grad school for international relations so a leg up in this area would be nice
I'm also looking for a campus that's gay friendly/liberal

Unfortunately, most of the big merit scholarships are for incoming freshmen. It’s used as a recruiting tool, since schools report the avg stats of their incoming freshmen.

I agree ^^^. As a transfer, your HS info is out-of-date, including SAT scores and APs. Stay where you are!
