Science Research Questions!! please help

i just realized my science project is due 1 and half month later.
i thought since intel is in march our school fair was not going to be by then.
is it suppose to be like that because its little wierd for ppl doing the project their first year because even i didn't procrastinate, i would have only 2 and a half month for it.
and i read in the Intel page that they only accept projects done for a year.

i think i'm going to do project not so good this year and at the same time prepare the better one for next year.
My teacher said i can't experiment before all the forms are approved by him.
so if i'm going to do a project for next year, can i just do it by my own starting from this year or do i hav to go through all the forms?

i just don't understand how siemens and intel work. can anyone explain? so intel is like we need to get selected from the local fair. but wat about siemens?
and is there any rule that we cannot start our experiment for it without the approval?

another question on science research. if i dont enter any science competitions but do a science research.
Is it still considered "RESEARCH" to admission to RSI and colleges??

I think there is a difference between the Intel Science Talent Search and the Intel Science Fairs. For the former, which my son entered, you submit your paper and all the application materials, and the mentor writes his part, but there's no requirement that you had to have entered science fairs. Same for Siemens--their application stuff is due in early fall, but is not as involved, whereas the Intel has many more essays but is due month or so later.
