So I took my first SAT in may 2017 when I was in 10th grade. Will I have to submit it to schools that require all SAT scores to be sent to them or will I not because of the fact that I did it in 10th grade and that it’ll expire in 2019.

Yes, if the college requires all SAT scores you will need to provide it along with any other SAT scores. Just be aware that there are only four colleges left that still require you to provide all SAT scores: Georgetown, Barnard, Carnegie Mellon, and Yale. Many others recommend or encourage submission of all scores because they superscore SAT tests but that does not amount to any requirement to send all scores and those colleges have no penalty for failure to submit all scores.
Also be aware that withholding scores via score choice with College Board does not necessarily result in a college’s not getting your other scores. Many high schools put all your scores on the official transcript sent to colleges, and, if yours does, withholding the score through score choice with College Board will not accomplish the withholding of the score unless you can also get your high school to remove scores from your transcript sent to colleges.
I do not know what you mean by your statement that your SAT test taken in 2017 will “expire” in 2019. Colleges will continue to accept such tests beyond 2019. The only tests that may expire by 2019 for college admission with a number of colleges are those taken before the new SAT began in March 2016. There is also a more general expiration time in that many colleges follow a rule that the SAT test provided needs to be no more than 5 years old when submitted with the applicaiton (that is a recommendation that comes from College Board but CB has not specifically stated that rtecommendation for the new SAT yet).
I cannot offer tips on improving SA other than improvement is likely to come as a result of having more time, and more math, in high school completed and via taking practice tests.
