Score report questions!

I can't find the answer to this anywhere, so I thought I'd leave it here.

I'm a senior who's never taken either test and I'm scheduled for Oct ACT and Nov SAT. I chose the same four schools for both (do people usually do that? I have no idea.) but I think my ACT is going to be significantly lower than my SAT score (Like 21 vs 1700+). I don't want to waste any of my score sends because I have limited funds but no waiver.

1) So... if I don't fill out my free sends before testing, I lose them, right?

2) Does it matter if I send both and one is way higher/lower?

3) If it does matter, should I use my projected low ACT score sends for safeties and matches only?

Free score sending applies only to up to four colleges that you designate before your scores come out. Any other sendings cost an extra fee and thus failure to designate loses the free sends. If you submit both tests to any college, it will use for admission that test it believes has the higher score and you are not penalized for the one with the lower score.
