<p>I think it is because there is a free waiver option, howveer, when I enter the code.. the next step takes me to a place where I have to enter credit card info..</p>

<p>If it's for the SATs, I think it only works if you get a fee waiver for the test itself. 8 score reports come along with a fee waiver. The four included in test price and an extra four.</p>

<p>arduouspallor is right. You've already asked your GC to write a letter confirming that you need a fee waiver (I think that's what you need to get a fee waiver), right? You use the fee waiver to register for a test, and when you register, you can put all the schools. (you can make changes (like adding schools) until one week or so after the test)</p>
