I'm in about the 13% in all IB classes.
GPA: 3.85uw
SAT: 2010
ACT: 31
Good Ecs etc.

Will my good gpa and pretty good scores make up for the rank? I'm worried that my school won't seem competitive because outside of the IB program, its really not but the IB program def. is. I read that 73% of accepted ppl were in the top 10%. Am I screwed?

That means that there are still 27% of students admitted who AREN'T in the top 10% and especially where you are so close to that, I wouldn't worry at all. My school doesn't even rank.. we'll see where that leaves me

That's what I was trying to say; if several/many people that were ranked 25% got into Stern, I think being 13% could get you into Gallatin? I don't know.

Gallatin is much less numbers based. If your essays are good and you're a good fit for the program then you have a shot. Plus, your GPA is great.

I got into Tisch, but I also had a friend with about the same scores and he got into CAS...he had a really good GPA and really good EC's, so that's why I think it's a lot of everything overall, but who knows
