If you are dead set on business and engineering, ED may not be the right move. Penn is not the only school that offers a business and engineering dual degree, so maybe you should investigate other schools (i.e. Lehigh).
If you’re set on both engineering and business, you may want to apply to M&T with either Wharton or SEAS as the single school if you are not accepted to M&T (whichever you think you’d fit better in on its own), but on the ED application, request that you are differed to regular decision if you are not accepted to M&T ED, rather than being considered for your single school. Then, I’d recommend you apply to other schools that have programs where you can integrate business and engineering (e.g. MIT, Princeton ORFE, Columbia Financial Engineering, etc.). Also, if you attend Penn, there are several students who do uncoordinated dual degrees between Wharton and Engineering, and the large majority of them started in Engineering and then were accepted into Wharton after their Freshman Year (or after 1st semester of sophomore year or after sophomore year).
If you really want business and eng but are not confident enough about your chances at M&T then apply to SEAS as a second choice. If you get in at SEAS maintain a high GPA and submatriculate for an MBA after 3rd year or transfer to M&T after first year.
@Bored1997 Only Wharton undergrads can submat into Wharton MBA. Also, maintaining a high GPA in SEAS is a lot easier said than done, and M&T normally only takes about 2 transfers after the first year. A more realistic case would be applying to pursue an uncoordinated dual degree with Wharton after your freshman year (or after your 3rd or 4th semester).
Try M&T with Wharton or SEAS as a second choice.
