Second Major option mandatory...?

One of the schools I applied to for transfer had an option on the application for a second choice major. I didn't have a second choice major but when I tried to submit it without a second choice, it prompted me to choose a second major basically making it mandatory. Now today, I receive this big admissions envelope in the mail and I'm all excited... only to open it and find out that I've been denied from my first choice and accepted into my second choice major (which actually wasn't a choice of mine at all). Why would a college do this? I guess it's a nice option for people who don't know what they want to do but if an applicant doesn't have a second choice major, why would they require you to pick one? It seems pretty cruel.. I would've rather gotten a small envelope telling me I wasn't admitted rather than being notified online that I was accepted and then receiving this huge envelope only to open it and find out I was accepted into a program I didn't even care about being accepted to.
