second undergraduate degree in engineering abroad

I’m 26 and have a bachelor’s in Hispanic Studies. While I love Spanish, I feel like I can always come back to the states and be a teacher. While I have a bit of youth I would like to pursue something that is a challenge and will hopefully lead to a career in trying to save the planet. I’m very passionate about the environment and am strongly considering getting a second bachelor’s in one of the various fields of engineering so that I can work in renewable energy. I’ll obviously have to start from scratch as Spanish wasn’t exactly a math/science intensive major.

I have wanted to live abroad since I initially graduated but life got in the way; from my understanding european universities are significantly less expensive than US counterparts, or does that only apply for when you are studying for your first degree?

I would really appreciate any insights into programs in any country (Germany, Norway, any others) that accept students pursuing a second bachelor’s and are known for electrical, mechanical, or environmental engineering.

Also is there any chance I could work as a Spanish TA? Do they have TA’s overseas?
