Based on what i have read this is what i have concluded:
1. when applying to college, you NEVER ever have to actually send a collegeboard score report of AP scores

Consider this situation:
you have a 3,5,5,5 on APs
2. you don't have to report the 3, no college will have to know.
3. above person would qualify for 'AP scholar with honor" award. however, colelges don't need to know exactly what scores you got. thus it is safe to give yourself hte "ap scholar" award WITHOUT giving colleges any or none of your APs.

Please correct me where I am wrong. thanks!

If you put AP scholar with honors on your list of credentials, WITHOUT either listing your scores or sending them from AP, you risk looking like you are padding your resume-a big no-no! You need to be able to back up claims of special honors in order to maintain credibility in the application process- all it could take is one HuuHH? from the admissions officer or a call from them to your college counselor, and into the reject pile your app could go!

Yup

Yes, unless your HS reports AP scores on your transcript

Why would you not report the 5's in the first place? You don't have to report all of your scores, but writing that you received an AP award without listing any AP scores at all is kinda suspect.
