<p>The registration is really a silly formality. They already have all of your info (they are the government...you are sending the card to one of the same places that they would check any of your info against) but the little letter they send you is more of a "we know you are there, we know you are 18, we just want to make sure you have been warned and that you actively take a part" warning message than a real application to register for the draft.</p>

<p>So the Virginia DMV website confirms that registration is NOT automatic, even if you want to register via the DMV you have to sign a statement authorizing them to send your information.</p>

<p>The DMV does register you automatically, UNLESS you are already registered. They won't issue a driver's license/Learner's Permit/ID card unless we authorize them to register us. I'm living proof that at least the Virginia DMV does do automatic registration, cuz I never filled out anything else and I got the card a week before my 18th birthday!</p>

Cuz it's the government, and they cannot be efficient without making you suffer through all the paperwork that makes a bureaucracy happy and the citizens not......:p</p>

<p>If they auto-registered everyone, you would have the ACLU sueing the government for abridging the Fourth Amendment.</p>
<p>Each state is different, so what goes on in VA does apply to CA (unless they have the same laws).</p>
