self-studying: how to go about it?

I go to a private school and one of my teachers says my school doesn't allow for kids to take the AP exam if they're not in the class. I'm a senior and would like to take AP stats and AP euro to get out of 3 core classes in college (I'm already taking a bunch of APs in school). Am I allowed to call up my public school (not now, but eventually) and ask them if I can take the exam there? They offer both classes and thus both exams.

Yeah call the public school, but do it soon (as in next week or something) to make sure you can register. Some schools have earlier deadlines/conditions

You have a little more time than that to decide. In late January or early February, contact the school to register for exams. No school is required to let you take the exams there, but if this is the public school you would attend were you not in private school, there should not be a problem.
