applying UMich engineering around Dec. 15, as an out-of-stater, is it too late?-

Depends on your credentials. If you are a typical applicant (1300-1400 on your SAT and 3.8 or 3.9 unweighed GPA, yes, your chances will be greatly diminished because of your late submission. However, if you have a 1500+ on your SAT, a 4.0 unweighed GPA etc..., you still have a reasonable chance.

Im mad at myself for waiting this long

1400 SAT
AP Scholar With Distinctions (macro, micro, world history, psychology, us government, english lang all 4s and 5s) and taking 4 more aps this year
2 year varsity lacrosse
2 year jv football
120+ community service hours
3.76 unweighted GPA at the #37 ranked public school in the nation
out of state..

Damn my procrastination!

I still like your chances. Your GPA is impressive considering the fact that your course sellection is filled with AP and Honors classes. Your SAT is where it should be. I would say you have a reasonable chance of getting in, but I would have liked your chances better had you applied a couple of months ago.
