Send in application right now, or wait for SAT scores?

I'm applying for the University of Washington. It is my number one choice and I know I must apply early in order to get in, so...

I took the SAT in June and got....

620 math, 500 reading, 540 writing
SAT: 1660

I'm taking the SAT in October again. I'm expecting the following scores:

640-660 Math, 540-560 reading, 600-620 writing
SAT: 1780-1840

When should I send in my application?

send in application without SATs indicating that I will be taking the SATs in October

send in application with current SATs but also indicate that I'm retaking

wait and send in everything in on Oct. 29 (when SAT scores are released)
