Send in transcript and recs without application?

I want to start asking my teachers and guidance counselor for recommendations soon, and I want my GC to get started on sending transcripts soon too. I just don't know when I'll get around to sending in the actual application with essays and everything. Is this an issue to send in everything else without the application yet?

I don't think it matters so much for the college, but my GCs policy is that you have to have all your stuff sent in before he'll send anything in for you.

Doesn't matter to the colleges. This is from talking to someone who worked in the admissions office. The moment they get any part of the application (score, recs, transcript or your actual application), they start your folder. Whatever you send goes into that folder. Periodically they check to see what the status is. The moment they find that all the required parts are in, the file is marked COMPLETE and it goes around to the admissions committee staff for review. Often the file is reviewed by two or more people. One of them does a thorough review and writes a lot of notes to help others review faster.

At my daughter's high school, the guidance department is begging students to submit their transcript and recommendation requests as soon as possible (right now would be good) and is reminding them that they can complete their applications later.

we have to have everything sent in before and give it to our GCs 2 weeks before the deadline. The end of November is the absolute latest theyll take pre-Christmas transcript requests or anything of the sort.
