Sending a personal waitlist letter

I have recently been waitlisted to my dream school, UCB.
The university does not consider waitlist appeals written by waitlisted students. It stated in the FAQ.
However, getting admitted off the waitlist for UCB is my last chance of attending a school in the US, hence I am willing to do anything to be admitted.
Would it be considered annoying if I sent a long, personalized email to the undergrad office of UCB, or would it help?

“Does not consider waitlist appeals written by waitlisted students” means that letters written by waitlisted students will not be read.

Take a second look at schools in your own country, or take a year off, work or get involved in some type of volunteer projects if you can afford it, and pick other schools to consider for the 2016-17 school year.

Well, yes, especially if it is long.
