Penn's policy requires you to send all of your test scores. However, I was looking through the past decision results threads for previous Penn admission cycles, and it appears that many opted not to send their ACT score (if they had taken it and had done better on the SAT). When Penn asks you to send all of your scores, does it mean all of your scores from either the SAT or the ACT? Would this explain why some people opt not to send Penn their ACT scores if they did better on the SAT?

Bumping this

This is what the web site says:
Which Test?
Penn requires first-year applicants to take the SAT Reasoning Test and two SAT Subject Tests in different subjects OR the ACT Plus Writing. No preference is given to either test. However, Penn requires that applicants submit all testing results from each administration of the ACT, SAT, and SAT Subject Tests. It is the student’s responsibility to ensure that official score reports are released and submitted to the University of Pennsylvania for all tests taken.

That sounds to me like you have to send a test if you take it. You can always call Penn and ask to be sure.
