Does anyone know if I use my free 4 score reports after the ACT multiple choice test has been scored or am I fined for using it after it has been scored?
You can only use your free 4 score reports before you receive your scores. Now that you have received your scores, you’ll have to pay to send them.
According to this site https://www.ets.org/csu/about/elm/ you are exempt from both the ELM and EPT tests on the basis of your 22 in English and 23 in Math on the ACT.
“A score of 22 or above on the ACT® English Test” I got a 22 on the English Test but a 16 on Reading. It only states that I get a 22 or above for the English portion not the reading one.
Since you asked about the four free sends and learned you no longer have any free sends, and mention you are looking at the CSU’s, I just want to note that you need send your scores to only one CSU and then you can use a tool called the ACT Scores Manager on the CSU Mentor site to designate any other CSU’s to get them and thus you only have to pay ACT once for sending the scores to the CSU’s.
