I applied early decision to Duke. I'll find out on the 10th whether or not I got in. If I didn't get in, the rest of the schools I'm applying to are due Jan 1st. Do i need to send my scores early before the 10th for them to get their in time? In the case the I got into Duke I'd rather not waste a few $100, but if I didn't I also want my scores to be on time.

If you order a send by December 11 you will be fine. Colleges with early Jan deadlines generally accept at least through Dec test scores and any scores (Dec or earlier tests) that arrive shortly after the deadline are accepted.

Ahh ok, 'cuz my family doesn’t quite have that extra $200 to waste if I’m already in a college. So do you think Penn, UChicago, Northwestern, Washington in St Louis, and Brown will all accept/not penalize my scores if I send them by Dec 11?

Wash St Louis accepts through Dec test and you are fine if they arrive by third week of Jan. All the others you list will even take Jan tests which arrive in Feb. Thus, sending Dec 11 will be fine for all of them.
