Sending SAT scores

My S is applying EA to several schools. He is taking the Oct SAT's and is hoping to obviously improve (current best scores M 690 /CR 630 /W 590). The Oct scores come out on Oct 24th.

Once we fill out what schools to send the SAT scores on College Board, how long does it take for them to send them? A few schools have deadlines on November 1st.

Also, should my son send his ACT scores also? Overall, he didn't do great but some individual scores are very good. (Scores-comp-28, eng-30, math-32, reading-25, science-26, comb eng/wr-27).

By the way, the schools he is applying EA:

Villanova U
Loyola C of Maryland
UConn
UVermont
UMassAmherst
UNew Hamp
Univ of Maryland:College Park
BC

Thanx

College board transmits SAT scores to colleges at regularly scheduled transmission dates pursuant to agreement with each college and it thus it depends on what the college's regular scheduled dates are (some get them weekly, some on longer schedules). College Board usually says up to 4 weeks after you order (or after test comes out and you have pre-ordered) but it is often shorter than that. All schools that have EA app deadlines of Nov 1 do not require test scores by Nov 1. All accept Oct scores through regular delivery from College Board even though they might arrive after Nov 1. You should assure that you order them sent promptly once they come out if you did not pre-order them by listing college on test app as one to receive scores.

No harm in sending ACT as colleges which get both SAT and ACT will use that test which it considers to be the higher score. Though composite is important, some colleges consider eng and math score the more important of the subscores.
