I got in my first sat 1600 and I am going to take it again on saturday.
I have been practicing a lot and I am getting 1950 +/- with different books.

My question is : do you have to send both scre or just one?
Upenn asks for both, but can I just send one?
And is that something good? to go from 1600 to 1950? Or would it be better if i did not mention it ?

If the college, like UPenn, requires all scores (Upenn does not merely “ask” for all scores, it demands all scores)), you should send all scores. If you don’t that could be considered a misrepresentation in your application and thus they could simply deny admission solely because you failed to obey their rule. Whether you can really hide the score depends on more than your choosing not to have College Board send it; many high schools put all your scores on your official high school transcript so you better know what yours does.
