I applied last year to several universities but decided to take a year off before applying again this year. Do I have to send my TOEFL scores to these universities again or do they have a record of it already? It's so freaking expensive to send score reports and I want to save money but I don't want to take a risk! Any thoughts? Thanks!

You should send the scores again. I highly doubt colleges keep random test scores past the current admission season, unless a student enrolls.

I think you should call your universities. Sending TOEFL scores is expensive and you don’t wanna get ripped off by the ETS twice.
