I was waitlisted by Harvard and Cornell last month. Unburdened by the admissions process, I have just completed my 3rd quarter and have put in a very good term grades-wise. Therefore, I would like to send my grades to these schools to help my cause. I would like to know if I can scan my transcript in and send it or if I need to ask my guidance counselor to send an official transcript. If anyone has had any experience with anything like this, I would appreciate any answers and insight.

Why not call the admissions offices of those schools and ask if and how they would like to receive your updated transcript?

Colleges need official transcript. You may write the admissions expressing your deep interest in each specific college; however, chances are very slim in getting off the wait list.

I asked my guidance counselor to send in my official transcript. I also got valedictorian, so that should help.
