I am an international student and I want to know how to send to send my transcripts to collleges(georgia tech, university of ilinois and purdue university in particular)? If it is by mail do I courier my 9-12 grade transcripts to the admissions office? and do I have to include any common app id in order for them to identify it with my application which I will be sending a bit later?

Your transcripts need to be submitted together with the “School Report” form.
The Common App will ask you to select a counselor. This person will receive an email asking them to submit the school report online, which includes an ELECTRONIC (e.g. scanned) version of your transcript. They can also opt out of the online system and complete your report on paper. In that case, they would have to complete the school report form on paper and mail that to colleges together with your transcript.
If your high school does not usually send students to the US, your teachers may not know what’s expected of them.
In that case, I would strongly encourage you to be proactive and walk them through the process. You can read the Common App instructions for recommenders (e.g. school counselors and teachers) here: recsupport.commonapp.org
You may also consider helping your teachers with your letters of recommendation. It’s (almost) always a good idea to give your recommenders sufficient information to write meaningful letters for you. For example, consider giving them a list of your achievements (both inside and outside of the classroom) and a draft of your personal statement (why you want to go to college and why a college should admit you). That will help them write letters that complement your own self-presentation.
now if I decide to go by non- electronic option do I just post a mail with the sealed envelope containing my high school transcripts to their address? How do they know it is my transcript if I have not even sent my application yet? and my school does not usually send students to the USA.
They will know it’s your transcript because you will mail it together with the Common App School Report form - which has the same identifying information on it as the rest of your application. (Colleges will know to start a file for you when they receive the first application item that does not match another applicant.)
You do need to partially complete your Common App application in order to get that process started.
