Should she sent only ACT or both?

The ACT score is higher (equivalent to scoring somewhere in the 2300s on the SAT), so send that if you’re only sending one. If you send both they’ll take whichever one is higher, so it wouldn’t hurt to send the other one if you’re still not sure.
You have to send both. UC requires all SAT1 and ACT scores. Score choice for SAT2 is allowed.
