Sentence ID Question

hey guys i have another grammar question... sorry i should've posted it in the same thread as before...

but here it is:

Members of the vice-presidential family (A are permitted) to choose paintings from the National Gallery of Art (B to display) in the Victorian mansion that (C serves as) (D their) official residence. (E)

Why is the answer E? Isn't it C because serves should be serve?

And i have one more Sentence ID question:

Perhaps as (A a consequence of) warfare (B that erupted) when natural resources became scarce, many of easter island's large stone statue, called Moai, (C have been toppled) by the islanders ( D themselves) three centuries ago. (E)

why is the answer C? should it be "were toppled" instead of "have been toppled" and if so why?

Thanks
!

mansion is singular, so no, should not be “serve”

There was a lot of debate on this one after the test, but yes, I think there’s a tense inconsistency with “have been toppled”
