Hello?
I am a sophomore at a Mongolian university. I graduated from high school in 2009.
I am now considering about taking SATs reasoning that I think it is possible to start as a freshman in US universities or colleges.
Am I really eligible for this kind of enrollment(AS A FRESHMAN, NOT TRANSFER) and need-based scholarship?

you have to apply as a transfer student.

You may apply as a freshman if you want to start college from scratch. Or try to transfer your credits, and come in as a transfer student - it’s up to you.

No, it’s not up to you. Many colleges will not let you apply as a freshman if you have previously attended a university. Some might, but most won’t. You have to check the policies of each individual school you are interested in.

b@r!um is correct. And even those colleges that might let you “start over” because you’ll be entering from a foreign system will need to see your college transcript. They will consider the grades you received in college as a key component of your application.
