I got accepted to San Francisco State University and also CSU east bay and I will study computer engineering so which college should I choose and why ?
They are both close to me so the distance doesn’t really matter.
Any significant difference in cost?
SFSU is on the semester system (two 15-week semesters in an academic year), while CSUEB is on the quarter system (three 10-week quarters in an academic year). Does that matter to you?

If you intend to commute from where you are now (rather than move to near campus), then consider commuting difficulty to each campus in terms of traffic patterns and usefulness of public transportation.
