Should I apply?

Okay before I list my stats, does anybody know when transcripts are due for Illinois? Their app deadline is Jan 2nd which is the day before I get back to school from Winter Break. I was thinking of doing the app over the break but if transcripts are due on the 2nd I will not be able to send them.

Secondly, should I even apply? I'm OOS and it's already December so I'm not sure..

Major: CompE/CompSci
OOS
Low-income
Hispanic

SAT I: 2000 (660 Math, 640 Reading, 700 Writing). I could've done better but eh, too late now. I hate my math score because I should be scoring 720+ but I always make stupid mistakes.
Unweighted GPA (out of 4.0): 3.95
Weighted GPA: 4.97 (for my HS)
Rank: 7 of 763 UW, 30 of 763 W (Top 99% and 95%)
Classes: 8 APs, rest honors. 5 dual enrollment classes.
ECs: Not so strong. I'm in like 5 clubs. I'm publicist of French Club. President of Math club. Cofounder of Physics Club. I have over 100 volunteer hours. I won a few awards here and there.

Anything missing? Let me know.

From UIUC’s site:

“Applications must be postmarked by January 3. We need to receive all supporting documents (transcripts, test scores) by January 12.”

You are thinking incorrectly about sending transcript (and probably your test scores ). Order those sent before your school break and they will be there in time. You don’t have to wait to do the app to have them sent. If they get there first your app will them be matched to them when it arrives.

Your chances are decent. SAT math score is low for comp sci but GPA/rank and course difficulty is good. Being URM helps. OOS makes no difference as in-state and OOS are evaluated on same basis.
