would i get accepted as a chemE major?

I think you should have a decent shot if you get a 30+ on the ACT.

SAT II's mean nothing as UIUC does not use them for admission. Most important factors are class rank and SAT or ACT score. Get a 30 or above on the ACT and your chances will be very good with your class rank. Being out of state is not any real disadvantage as admission rate for out-of state applicants is about the same as in-state (near 70% for engineering; note: though Chem E is LAS, admission is evaluated using the same criteria as the engineering college). Also, if you are female, UIUC treats women as an under-represented minority for admission to any engineering program and that gives you a plus factor.

so theres no SAT ii req. for engineering or LAS? interesting

That is correct. There are only about 50 colleges in the US that require II's and most of those are in the East and California. Moreover, except for Virginia and the University of California system, I am unaware of any US public university that requires them.

what would a 30 act be the equvalient of an old sat score?

A 30 ACT is equal to a 1340 SAT I on the old scale.
