Should I even apply?

I need your honest feedback over whether I should even apply to UT AUSTIN.

I am thinking about applying for Petroleum Engineering as an International Student from an American International School in Asia.
SAT composite score 1300 ( 700 Math and 600 Critical Reading)
SAT combined score 1950 with 650 writing ( My School's Average is 1730)
I am doing the IB so am predicted around 35-37 out of 45
There is no class rank for my school because we have less than 55 students and only around 40 are doing the IB
My career gpa is around 2.8/4.0 nonweighted and my school doesn't weight (B- average in tough rigorous courses
GPA is my problem....

GPA is not important, it is not even considered in holistic review. [Application Review | Be a Longhorn](http://bealonghorn.utexas.edu/freshmen/decisions/review)

You might need TOEFL [Testing & Test Scores | Be a Longhorn](http://bealonghorn.utexas.edu/international/first-time/testing)

You will need MONEY. If there are no money issues (need of scholarships etc), then you should apply.

Thanks Ya Ya for your input. GPA is the main thing screwing me up though and my school doesn’t rank because we are too small of a class. I hope the holistic review is in my favor.

Thanks for reminding me about the TOEFL. I will be graduating from an American High School outside America which might meet their requirements. However, the TOEFL/IELTS testing sites are hard to reach because of the political chaos and violence.

Money isn’t the issue for me at all. I just want to know if its reasonable for me to apply to UT Austin.

Thank you very much again for your helpful input. I really appreciate it.
