I think that you should give the ACT another shot. At some schools, you can submit the ACT instead of the SAT and 2 or 3 subject tests.
In addition, I would recommend retaking the SAT to improve the math score (640 is low for computer science). In addition, you would be well served submitting a higher level math as part of your SAT II subject test. It won’t hurt to take AP Calc (preferably AP Calc BC).
While you have a long laundry list of ECs, they are a little all over the place lack depth and breath. It is about quality not quantity. I do not see where you have done anything for a sustained period or time, taking on more responsibilities or leadership.
