Over the past three summers:

Japan student exchange
Summer architecture program (on scholarship)
Summer track and field training camp

Should I include all of these under one activity as "summer activities" ?

yes, of course you should… Maybe not the training camp, because they’ll just see that as a regular camp… but definitely put down the architecture program

should I put down the camp and japan exchange as one activity? They were both for very short periods of time, only about 3 weeks total, so I don’t want to waste space on my application

Rank your activities and put the most important ones for you on top. If there are anything with similar nature that can be combined, do so. If there are anything exceed the top 10 limit, put them on additional information at the end of CommonApp if you want.

Yes, absolutely put them on your Common App. But do not combine them (at least don’t combine these 3, as they are not related). As billcsho said, put any that did not fit in the activities section in your additional information section.

If you do not want to waste your space on your activity list, you can always add that extra info in additional information section or ask your counselor to mention in recommendation.
